The US Department of Transportation and Amtrak have selected Penn Transformation Partners, a joint venture between Halmar and Skanska, as the master developer team for the planned renovation of New York Penn Station.

The announcement was made in Washington, D.C., by Transport Secretary Sean P. Duffy and members of the Amtrak board. The project is intended to oversee long-term redevelopment of one of the country’s busiest rail hubs.

Under the proposed plans, the station would be rebuilt with a new entrance on Eighth Avenue, redesigned concourses, and expanded passenger circulation areas. The project also includes changes to track capacity, with plans to support limited through-running services across the regional rail network.

The redevelopment framework also outlines improvements to passenger facilities, including new retail space, revised wayfinding systems and upgrades to the station’s underground infrastructure. Madison Square Garden would remain in place, with exterior modifications incorporated into the broader station design.

The selection of Penn Transformation Partners followed a competitive procurement process assessing proposals on cost, capacity improvements, operational efficiency and revenue generation potential.

The rapid completion of a rigorous procurement process represents more than just delivering on a highly ambitious milestone; it demonstrates that Amtrak and USDOT are uniquely capable of making this vision a reality.

The Federal Railroad Administration has also confirmed additional funding of 200 million USD for early-stage design and permitting work on the project through the Partnership-Northeast Corridor programme. This is in addition to funding provided by Amtrak and NJ TRANSIT.

The wider redevelopment aims to increase capacity at the station, which handles high passenger volumes daily, while improving safety, accessibility and operational flow.

The project will now move into contract negotiations, permitting work and detailed design development. Construction is expected to begin before the end of 2027.

Under President Trump’s historic leadership, the days of Penn Station’s cramped hallways, broken infrastructure, and snarled rail lines are numbered. 2027 can’t come soon enough.
