Historic milestone highlights more than three decades of commuter rail growth in Northern Virginia
In October 2025, the Virginia Railway Express (VRE) reached one of the most significant milestones in its history, officially carrying its 100 millionth passenger since beginning operations more than three decades ago. The achievement, announced following service on October 6, 2025, underscores the commuter railroad’s transformation from a modest congestion-relief experiment into one of the nation’s most important regional rail systems.

VRE launched service in 1992, introducing commuter rail operations designed to ease mounting highway congestion between Northern Virginia suburbs and Washington, D.C. Initial operations began with the Manassas Line in June 1992, followed shortly by the Fredericksburg Line in July.
What began as a relatively small weekday commuter operation has steadily evolved into a vital transportation link connecting Central and Northern Virginia communities with the nation’s capital. Today, VRE operates two lines serving 19 stations, linking employment centers with rapidly growing suburban regions.
Reaching 100 million riders represents not only cumulative passenger totals but also the sustained reliance of commuters on rail transportation across the Washington metropolitan region.
Acting CEO Dallas Richards described the moment as a defining achievement, noting the milestone reflects VRE’s long-term role in supporting mobility, sustainability, and regional economic growth.
Recovery Following Pandemic Challenges
Like nearly all commuter rail agencies nationwide, VRE experienced severe ridership declines during the COVID-19 pandemic as remote work reshaped commuting patterns. However, by 2024 and 2025 the system began demonstrating a strong recovery.
According to agency data released alongside the announcement:
- Ridership growth accelerated throughout 2025.
- July 2025 alone recorded more than 100,000 additional riders compared with July 2024.
- Average weekday passenger totals continued trending upward as office attendance gradually rebounded.
The 100-million-rider mark therefore symbolized not only historical success but also confirmation that commuter rail remains a critical component of regional transportation despite evolving travel habits.
Governance and Operations
VRE is jointly owned and operated by two regional transportation bodies:

Northern Virginia Transportation Commission (NVTC)
Potomac and Rappahannock Transportation Commission (PRTC)
This cooperative governance model allows multiple jurisdictions to fund and manage commuter rail service serving Alexandria, Fairfax County, Prince William County, Stafford County, Fredericksburg, and Washington, D.C.
The railroad primarily operates weekday commuter schedules over tracks owned by freight railroads, chiefly CSX Transportation, reflecting a long-standing public-private partnership common among U.S. commuter rail systems.
Growth of a Regional Rail Backbone
Over its 33-year history, VRE has steadily expanded infrastructure, equipment fleets, and station capacity to accommodate rising demand. Key developments have included:
- Expanded parking and station modernization projects
- Increased train capacity and reliability improvements
- Integration with Amtrak and Washington Metro connections
- Ongoing capital investments through Virginia’s Transforming Rail in Virginia initiative
These investments aim to address continued population growth throughout Northern Virginia—one of the fastest-growing regions in the eastern United States.
Looking Ahead: System Plan 2050
While celebrating past success, VRE leadership emphasized that the 100-million-rider milestone marks the beginning of a new expansion era.
The agency’s recently adopted System Plan 2050 outlines long-range goals that include:
- Increased service frequency
- Expanded operating hours
- Additional rolling stock acquisitions
- Capacity improvements tied to major corridor upgrades
- Station modernization and accessibility enhancements
Future infrastructure projects—including expanded Potomac River crossing capacity via the Long Bridge program—are expected to significantly increase available train slots into Washington, enabling long-planned service growth.
A Symbol of Commuter Rail’s Enduring Role
Since its inaugural trains departed in 1992, VRE has grown into the nation’s 13th-largest commuter rail system, serving thousands of daily riders seeking a dependable alternative to heavily congested Interstate highways.
Operations Board Chair and Alexandria Vice Mayor Sarah Bagley noted that travel patterns continue to evolve, but commuter rail remains central to regional mobility and environmental sustainability goals.
As Northern Virginia continues expanding both economically and demographically, the railroad’s first 100 million riders stand as evidence of commuter rail’s lasting relevance—and a strong foundation for future growth.
