Centralny Port Komunikacyjny (CPK) has announced the completion of the Railway Voluntary Acquisition Programme for a section of the Port Polska investment programme that aims to link Warsaw, Łódź and the national airport.

Final procedures relating to the acquisition of the remaining properties are now underway, with a total of 206 plots having now been designated for the new railway line – all of which were included in the Railway Voluntary Acquisition Programme.

This portion of the project relates to the construction of the first section of the so-called ‘Y’ network between Warsaw and Łódź (Railway Line No. 85).

Under the programme, 169 plots have been acquired thus far – representing more than 80% of all eligible properties whose owners were able to participate in the scheme.

The first notarial deed was signed in March 2025, with the programme primarily covering developed plots deemed necessary for the construction of the railway line itself.

All required properties that were not acquired through the programme will be compulsorily purchased or subject to restrictions on use in exchange for compensation.

Expropriations carried out on the basis of the railway line’s locational decision will only apply to the area deemed strictly necessary for its implementation, and, in many cases, will only concern part of a property.

CPK has stated it also plans to launch a voluntary acquisition programme for further sections of the “Y” line between Łódź – Wrocław and Sieradz – Poznań, with a launch date for these sections highly dependent on the timing of the relevant administrative approvals.

Those choosing to take part in the programme are offered favourable property acquisition terms. Under the first option, owners may receive an offer based on replacement value rates that do not take into account the level of wear and tear of the property.

The second option aims to provide a 20% bonus for undeveloped land and a 40% bonus for all buildings, structures and other component assets (such as houses, farm buildings and cultivated plants), which may be added to the valuation prepared by certified property valuers.

Owners of properties included within the programme and located along the routes of future railway lines are also offered additional forms of support, in addition to the possibility of selling their properties on preferential terms.

Support includes practical assistance with relocation, compensation for loss of creditworthiness, and annuity payments for those giving up agricultural activity.

Design work for the 140-kilometre section of the new High-Speed Rail line between Warsaw and Łódź is now nearing completion, with this section currently scheduled to open at the end of 2032 alongside the new airport.

CPK recently launched a procurement procedure for companies looking to construct a key section of the new High-Speed Rail line between Warsaw and Łódź.
