The Action Center is said to allow members of the public to “make your voice heard.”
“The proposed Union Pacific – Norfolk Southern combination will create America’s first transcontinental railroad, driving economic growth for communities, enabling cost savings for shippers and strengthening the U.S. supply chain,” the Action Center section of the website reports. “Plus, it comes with an unprecedented guarantee – every union employee with a job at the time of the merger will continue to have one. Your elected officials need to hear from you. Send a letter today and tell your representatives why this merger matters.” Members of the public can send a message to officials that can be edited “to reflect your own perspective.”
The UP-NS transaction website includes seven resources tabs. They are:
- “The Impact,” which provides information on jobs and workforce, service and reliability, economic impact, safety, sustainability, passenger rail, short line growth, national security, and watershed markets.
- “Enhancing Competition,” which covers “Building A Stronger, More Competitive Network.”
- “STB Review,” which includes the latest filing materials related to the UP-NS application before the Surface Transportation Board, plus transaction details.
- “Newsroom,” with the latest news, updates and perspectives on the proposed UP-NS combination.
- “Supporters” with statements from those in Political & Government (such as Georgia House Speaker Jon Burns and Nebraska Gov. Jim Pillen), Business & Industry (such as Tri-Cities Intermodal LLC CEO and Founder Ted Prince, Knight-Swift Transportation CEO Adam Miller, Martin Marietta President and CEO and Board Chair Ward Nye, Rio Grande Pacific Chairman and CEO Richard Bertel, Port of Los Angeles Executive Director Gene Seroka, and Progressive Rail, Inc., President and Owner Dave Fellon); Associations & Trade Groups (such as SMART-TD President Jeremy Ferguson, International Brotherhood of Boilermakers International President Timothy Simmons, National Conference of Firemen & Oilers President Mike Pistone, and America’s Power), and Public Policy Commentary (such as University of Texas at Austin, Civitas Institute Director of Research Michael Toth and Committee for Justice Senior Council for Law and Policy Jeffrey Depp).

According to the UP-NS transaction website, “more than 2,000 businesses, unions, farmers, and community leaders have already told the Surface Transportation Board why this combination matters.”
UP and NS on April 30 submitted to the STB an amended merger application containing additional analysis “reinforcing that the combination will drive growth, enable sustainable cost savings for shippers and strengthen the U.S. supply chain.” The amended application is in response to the STB’s requests for additional information in its Jan. 16, 2026, decision. The proposed transaction is classified as a major transaction under the Board’s regulations at 49 C.F.R. 1180.2(a).
The STB has also created a UP-NS Merger Resources section of its website, including selected filings and decisions, statutes and regulations, and past agency decisions (major rail consolidation procedures, major merger decisions, and relevant historical press releases). Links to view all docket actions (filings, decisions, and environmental comments) are included, and the public can learn how to submit a filing/comment to be considered by the Board in the proceeding.
