Russias Federal Passenger Company (FPC) has signed a contract worth USD 5.1 billion (RUB 400 billion) with the Tver Carriage Works (TVZ), part of Transmashholding, to deliver 2,700 railcars by 2030.

The contract covers the period 2026–2030 and includes both single-deck and double-deck series passenger coaches. Of the total new rolling stock, 449 units will be single-deck locomotive-hauled passenger coaches.
The rolling stock will be manufactured at the Tver plant, with 480 railcars to be produced and delivered to the customer during the current year alone.
The implementation of long-term contracts significantly improves industrial planning. Within this agreement, the Tver Carriage Works has carried out major investments, introduced new technologies, and continued large-scale technical modernisation of production facilities.
Last year, TVZ commissioned more than 30 new pieces of equipment, significantly expanding its capabilities in body shell production, bogie manufacturing and painting. This included machinery for rough machining of wheelsets, as well as washing and abrasive blasting equipment for car bodies.
In addition, to ensure product quality control, the technical base of the plant’s central laboratory, non-destructive testing laboratory and metrology department has been modernised.
These measures enable the plant to ensure stable production of modern rolling stock and to develop new types of railway equipment.
TMH and the Federal Passenger Company maintain a strategic partnership
TMH and FPC already have extensive experience of cooperation under long-term contracts. In 2019, a seven-year agreement was signed, which TMH fully fulfilled.
The 2019 contract between the two companies was one of the most significant long-term agreements in the Russian rail industry, focused on modernising the long-distance passenger rolling stock fleet. Under this contract, TMH delivered approximately 3,700 units, including sleeping coaches, couchette coaches, compartment coaches, as well as restaurant and specialised cars.
The Federal Passenger Company is the national long-distance passenger rail operator of the Russian Federation and an entity subject to antitrust regulation.
Russian Railways’ infrastructure forms the backbone of FPC’s route network (over 85,500 km as of the end of 2017), the third-largest rail network in the world.
The Federal Passenger Company is Russia’s national long-distance passenger operator. According to the latest available data, in 2024 FPC acquired 554 railcars, including 154 double-deck coaches, and its fleet totalled 16,600 units. In the same year, the company transported nearly 113 million passengers and expected to reach 118 million passengers in 2025. Under its development strategy, passenger numbers are forecast to increase by 4 million by 2030, reaching 122 million.
