
POLAND: Six consortia comprising a total of 17 companies have applied to participate in a competitive dialogue for a contract to build Poland’s first section of high speed railway, Port Polska project promoter CPK has announced.
‘This is the first procedure for the construction of a High-Speed Rail line not only in Poland, but in the whole of Central and Eastern Europe’, said Maciej Lasek, Government Plenipotentiary for CPK, on April 14.
The 13 km section of line between Kotowice and the future hub airport will form part of the planned Warszawa – Łódź high speed route, which is being designed for speeds of up to 350 km/h.
The consortia are:
- Budimex;
- ZUE, Duna Polska and Polaqua;
- Torpol, Mirbud and Kobylarnia;
- Trakcja and Porr;
- Mostostal Warszawa, NDI, NDI Sopot and Inetrcor;
- Gülermak, Track Tec Construction, Unibep and Pomorskie Przedsiębiorstwo Mechaniczno-Torowe.
CPK will now evaluate the applications, with all six potential contracts potentially advancing to the next stage, the competitive dialogue process.
The primary selection criterion is experience of completed construction works, including in Poland. An additional criterion is Polish language proficiency of key personnel. Lasek said the project’s objectives included supporting Polish companies, local jobs and boosting the national economy.
The future tenders would be evaluated on factors including price and the warranty period. The contract is expected to be signed in Q4 2027.
‘The course of this procedure so far aligns with the objective of supporting the development of Polish companies and local jobs’, said Lasek. ‘In future railway tenders, we also expect a strong participation of domestic firms, which will provide a significant boost to the Polish economy.’
Future tenders
Future procurements will cover construction of additional sections of the Warszawa – Łódź high speed line totalling approximately 120 km. These include 18 km from Warszawa Zachodnia to Kotowice, 15 km from the airport to the Bolimowski junction, 12 km within the Bolimowski junction, 37 km from the Bolimowski junction to Brzeziny, and 11 km from Brzeziny to Łódź.
Other procurements will cover traffic control systems, telecoms and the traction power network for the entire Warszawa – Łódź line.
It is envisaged that the Warszawa – Łódź line and the airport will open in 2032, with the full Y-shaped high speed line reaching Poznań and Wrocław by 2035.
