US Transportation Secretary Sean P. Duffy and Amtrak have shared an update on progress in the redevelopment of New York Penn Station.
They confirmed that a joint venture led by AECOM, working with LiRo-Hill, has been chosen to manage the project. NJ TRANSIT has also joined as a key partner.

Amtrak has also begun discussions with potential master developers about their design ideas. Meanwhile, early work is underway on environmental reviews and a study looking at how to improve train services and capacity.

Duffy has confirmed that the aim is to begin construction next year. He noted that cooperation between federal agencies and Amtrak has helped keep the project moving forward.

We are moving at the Speed of Trump to break ground on the new and improved New York Penn Station next year. I’m fortunate to have Andy Byford as a partner in revitalisation to bring this project to life.
The redevelopment is expected to modernise the station, improve safety, and increase space for passengers and trains.
The current plan took shape in April 2025, when the US Department of Transportation and Amtrak took control of the project from New York’s Metropolitan Transportation Authority.
In May 2025, Mr Byford was appointed to oversee the work. The project is being delivered through a public-private partnership.
Funding was announced in August 2025 to support early design and planning work. By October, Amtrak had invited companies to apply to become the master developer and appointed advisers to support the project. Three teams have been shortlisted: Penn Forward Now, Penn Transformation Partners, and Grand Penn Partners.
A final decision is expected in May, with the chosen developer to be announced in June. Design and environmental work will continue until the end of 2027, when construction is expected to begin.
