Poland’s Rail Baltica programme has hit another procurement snag, with a flagship contract thrown back into uncertainty. A Polish appeals panel has again invalidated PKP PLK’s award decision for the roughly €1.2 billion Białystok–Ełk section, a strategically important stretch of the Rail Baltica route to Lithuania. The ruling sends the tender back for re-evaluation, putting the latest winners, the Budimex-led consortium including Austrian infra heavyweight PORR, at risk.
